Open Question: Why do business tell you that you can only apply for a job "online" but then this happens?

I recently went into a Taco Bell in my town looking for some part time work. When I ask if they were hiring they said "yes" but all applications are done "online". But with the link I have here you can CLEARLY see that my town of "Jacksonville FL" is NO WHERE to be found.
